A Jefferson County Public Schools parent who wants to help in a classroom every week, or chaperone a field trip, needs a cleared School Volunteer Records Check first. That is a state criminal records check, not a fingerprint check, and JCPS Board Policy 03.6 says the district runs it "at district expense." A parent who drops in once to read a story or help at a single event, and does not supervise children, does not need one.

The confusing part is that district pages disagree on when a cleared check runs out.

When does a JCPS volunteer need a background check?

You need one if you will have contact with students "on a regularly scheduled and/or continuing basis" or if you will have "supervisory responsibility for children at a school site or on school-sponsored trips." That is the wording of Board Policy 03.6, School Visitors and Volunteers, as printed at the top of the district's School Volunteer Records Check form, which carries a July 2016 revision date. Insider opened it October 13, 2026.

The rule comes from state law. KRS 161.148 requires every Kentucky school board to adopt a policy requiring a state criminal records check on volunteers who meet either of those two tests. The statute defines volunteers as adults who assist teachers, administrators or other staff and "who do not receive compensation for their work."

These roles usually need a check:

  1. A weekly reading buddy, tutor, mentor or library helper.

  2. A field trip chaperone who is responsible for a group of children.

  3. A parent who runs a club, practice or after school activity with students.

The same form says checks are "not required for volunteers who provide assistance with single or sporadically scheduled school events and who are not responsible for supervising students at those events." The district's volunteer sign up page, checked October 13, 2026, gives the example of someone who speaks to a class once and does not supervise students.

Supervision is the trigger, not how long you stay.

How do you apply, and what does it cost?

You can apply online or on paper. The JCPS volunteer page links to an online form and to a printable version you "fill out" and "give to the school clerk."

The online form asks for your Social Security number, date of birth, gender, race, name, any maiden or alias name, address and a primary phone. It says you must be at least 18. The paper form adds your child's name, the school where you will volunteer and a signature line.

For parents, the cost should be zero. The volunteer page says the Kentucky Administrative Office of the Courts charges $10 per check and "The Jefferson County Board of Education will pay this fee for district volunteers." State law points the same way. KRS 161.148 says that if the cabinet or the courts charge a fee, "the local board of education shall arrange to pay the cost."

The district's Field Experience Students page tells college students doing field hours to pay $10.41 through MySchoolBucks. That instruction is written for education students, not parents. If a school asks you to pay, ask which policy the charge comes from.

How long does a cleared check last?

Five years, according to the district. Which five years is where JCPS pages disagree.

Three district pages give three sets of dates, and all of them have already passed:

  1. The volunteer sign up page says checks cleared after July 1, 2016 are good until July 1, 2021.

  2. The Field Experience Students page repeats the same 2016 and 2021 dates.

  3. The district's Volunteer Talent Center page says checks cleared after July 1, 2020 are good until July 1, 2025, and that volunteers must submit a new form every five years. Insider read that page October 13, 2026.

The Talent Center text and the Field Experience page both say the Jefferson County Board of Education "requires volunteers to submit a background check form every five years." No JCPS page Insider found had been updated with a cutoff for the 2026 to 2027 school year.

The safe reading is simple. If your last check cleared before July 1, 2021, expect to submit a new one. If it cleared more recently, use the status check before you resubmit, and ask the school clerk what date the school is using.

Those dates are quoted from the form and the live volunteer and Field Experience pages as Insider read them October 13, 2026. The board may have revised Policy 03.6 since July 2016; Insider could not open the current text in the board's online policy manual. A school clerk may apply a different cutoff.

The district can also require a new check early. The volunteer pages say that if JCPS learns a volunteer has pleaded guilty to or been convicted of a covered offense, the person "will be required to submit a new criminal records check" and volunteer status may end. The form itself makes you promise to "immediately notify the school principal" if that happens.

What can keep someone from volunteering?

Board Policy 03.6 lists the offenses. It says people convicted of or pleading guilty to "drug offenses within the past seven years; sexual offenses; offenses against minors; deadly weapon offenses; violent, abusive, threatening, or harassment offenses; or any felony offense shall not be used as volunteers."

The seven year window applies to drug offenses only. The other categories have no time limit in the policy text.

The form says "Except as required by law, information provided will be held confidential." It does not say who at the school sees a result, and Insider did not find a JCPS page that explains how a parent can contest a record that turns out to belong to someone else. If a check comes back flagged and you think it is wrong, the record itself comes from the state courts, so you may need to correct it there as well as tell the school.

Can the district ask for more than a state check?

It can. KRS 160.380 says "A superintendent may require a volunteer or a visitor to submit to a national and state criminal history background check" by Kentucky State Police and the FBI, plus a clear child abuse and neglect check, known as a CA/N check. That is permission, not a requirement. JCPS's posted volunteer process describes only the state check, and its student teacher page notes "No fingerprints are required."

Some parent roles do need the fuller version. The same statute requires a national and state check and a clear CA/N check for a school based decision making council parent member. The SBDM council is the elected school council. The law lets that parent member start serving before results arrive but says the member must be removed if the report shows a disqualifying record. So do nonfaculty coaches and assistants as state law defines them.

What if you don't have a Social Security number?

The JCPS online form will not submit without one. The Social Security number field is required, and the paper form asks for it too.

The Kentucky Department of Education addressed this in its November 15, 2021 guidance on family engagement and background checks. KDE said that for volunteers who do not meet the regular contact or supervision tests, "discretion concerning background checks lies with the local school district." It recommended that districts set "alternate procedures" for parents who want to volunteer but lack a Social Security number, and noted that CA/N registry checks "can be completed without an SSN."

Insider did not find a posted JCPS alternate procedure. A parent in this spot can still help at single events that do not involve supervising children, and should ask the principal directly what the school allows for regular roles.

Who do you call?

Start with your school's front office or clerk, who receives paper forms and can tell you whether your check is on file for that building. Then run the Volunteer Status Check on the district's online sign up form. It asks for three things: your Social Security number, typed as numbers only, your date of birth and your last name.

JCPS does not post a guaranteed turnaround for a new check, so submit well before a field trip and use the status check rather than counting on same week clearance. No source Insider found gives a typical wait.

The Volunteer Talent Center at the VanHoose Education Center lists 502 485 8189 on its district page as of October 13, 2026. Confirm it with your school clerk. General JCPS help is 502 313 4357 or jcps.help@jefferson.kyschools.us.
