If your family moves to a new address inside Jefferson County during the school year, your child can usually stay at their current JCPS school by requesting a consistency transfer. JCPS's registration and application site says consistency transfers "will generally be approved unless student has been enrolled in a new school."
That last clause is the whole trap. Enroll at the new zone school first, even for a few days, and you may lose the easy path back.
The rules below were checked against district pages and Kentucky law on October 13, 2026.
What is a consistency transfer?
A consistency transfer is the JCPS request for a student who has moved to a new zone but wants to stay at the current school. The district's registration site lists it as its own transfer type: "A family will request a consistency transfer if they have moved to a new zone but wish to remain at their current school."
You file it through the JCPS Student Transfer Application. The 2026 to 2027 transfer window runs from May 4, 2026 to March 5, 2027, according to the registration site. The district's Student Transfers page gives the same March 5 end date.
The registration site also says transfer applications may take 15 to 20 days to process, that "Approval is not guaranteed," and that "Transportation may not be provided."
What do you do first, update the address or apply?
Update the address first. The transfer application says that if none of the listed addresses is the student's current primary address, "you must contact JCPS so that we can update our records." It says the student's address is the one field that must be correct for the application to be valid.
You can update the address with your child's school secretary. The registration site says proof of residence must show the parent or guardian's name and the address, and must be current, dated within the last 30 days. If you have trouble, the transfer application lists the JCPS number 502 485 6250.
What if you want the new school instead?
Then you don't file a transfer at all. The district's Student Transfers page says, "Do not fill out a Student Transfer Request upon moving."
What you do instead depends on grade level. The registration site says elementary students who move and want a new placement "should update their address, and fill out a new Elementary Application." Middle and high school students "should update their address and enroll at the new zone school."
To see which school serves the new address, use the district's SchoolFinder or call the JCPS GIS Office at 502 485 3050. If the new address is in the Choice Zone, the elementary application also asks you to choose between the close to home and far away options. Our guide to finding your JCPS zoned school covers how that lookup works.
Does Kentucky law give younger kids a stronger right to stay?
Yes. KRS 158.072, in effect since June 29, 2023, covers a public school student in kindergarten or grades 1, 2 or 3 who qualifies for free or reduced price meals or "attends a school that participates in the community eligibility provision of the National School Lunch Program."
Every JCPS school is on Community Eligibility. The district's nutrition notice for 2026 to 2027 says all JCPS schools serve meals at no cost under it. JCPS Insider reads that as covering every JCPS student in kindergarten through third grade, regardless of income. JCPS has not said so on the transfer pages we checked.
For those students, the law says that when a move during the school year results in assignment to a different school in the same district, the parent "shall have the option to request the student, and any of the student's siblings enrolled in the same school in any grade, remain enrolled in the original school."
Note the sibling line. A fifth grader at the same school can stay with a second grader who qualifies.
Does the bus follow you under that law?
Usually. KRS 158.072 says that if the student stays, "the school district shall provide transportation to the original school from the student's new residence." The superintendent may deny that transportation if the distance and travel time would be "impracticable," and the district has to report any denial and its reasons to the Kentucky Department of Education.
That is a stronger promise than the ordinary JCPS consistency transfer, which says transportation may not be provided. If you have a K through 3 child and the bus is the deciding factor, say in writing that you are requesting to stay under KRS 158.072 and that you are requesting transportation from the new address. JCPS doesn't name the statute on the transfer pages we checked, so naming it yourself is the safest way to make sure the request is read that way.
What about older students and magnets?
Older students rely on the consistency transfer, which the district says is generally approved but doesn't promise a bus. For 2026 to 2027, JCPS's April 13, 2026 transportation notice lists who rides: students at their resides school, all students at Central and Western, students at certain other listed schools, and students directly certified for Free and Reduced Lunch at Butler, Male and Manual.
Magnet students are in a different spot. The registration site says students "may not request a transfer into a magnet school or program." A child already enrolled in a magnet keeps that seat based on the magnet assignment, not the home address. The bus rules above still decide whether a district bus comes to the new address. If you are leaving a magnet because of a move, the Student Transfers page says to go to the online application site and select "Apply for School."
What if you move out of Jefferson County?
Then your child becomes a nonresident student, and different rules apply. The newest JCPS nonresident student policy posted by the Kentucky Department of Education, adopted June 6, 2023, says "The District shall not allow a nonresident student to enroll in a District school," with three exceptions: enrollment required by federal or state law or a court order, high school students from an independent district in Jefferson County that has no high school and an agreement with JCPS, and children of current JCPS employees who pay the board approved tuition. It also says an enrolled student "must continue to reside within the District or continue to meet the criteria for nonresident enrollment for the duration of the student's attendance at a District school." That 2023 to 2024 filing was the newest on the state site when we checked October 18, 2026.
Kentucky's education department, in a 2022 FAQ on nonresident students, said that to remove a nonresident student midyear, a district "would have to follow their expulsion process." In other words, a move out of county doesn't automatically end enrollment on the day you sign a lease. Ask the Office of School Choice, at 502 485 6250 or jcpsschoolchoice@jefferson.kyschools.us, what applies to your child for the rest of this year and for next year, and get the answer in writing.
What if the move isn't by choice?
If your family has lost housing, federal law gives your child more protection than any transfer. JCPS's McKinney Vento rights page says eligible students can attend "either the local school or the school of origin, if this is in their best interest," and can "Receive transportation to and from the school of origin."
That covers families staying with relatives or friends because they lost housing, living in a motel or shelter, or in similar temporary situations. The same page says students can enroll immediately even without proof of residence or records. Every JCPS school has a McKinney Vento and foster care liaison, according to the district's Access and Opportunity page. The office's specialist is listed there at 502 485 3650.
