The Jefferson County Board of Education sets district policy, approves the budget and strategic plan, and hires, reviews, and can dismiss the superintendent. Day to day school operations in Jefferson County Public Schools run through the superintendent and staff under Kentucky law that assigns that split specifically to this district.
The November 3, 2026 school board election still matters after the ballots are counted. The five people who take office starting January 1, 2027 do not drive your child's bus or assign a classroom teacher. They do control the policy frameworks, money, and top hire that shape how those schools run.
What does Kentucky law say a school board controls?
KRS 160.290, the general powers statute JCPS Insider opened on the Legislative Research Commission page on October 26, 2026, says each board of education "shall have general control and management of the public schools in its district." The same section gives the board control of school funds and public school property, the power to appoint the superintendent, and the job of fixing employee pay.
Boards also adopt rules for their meetings, for managing schools and property, for employee duties, and for the conduct of pupils. Those rules have to stay consistent with state school law, and they bind the board until a majority votes to change them.
How does JCPS split board work from superintendent work?
Jefferson County is not under the same day to day board control rules that apply in a smaller Kentucky district.
KRS 160.370, as posted on the LRC statute page JCPS Insider opened October 26, 2026, and effective July 15, 2026 after 2026 Ky. Acts ch. 153 (Senate Bill 1, veto overridden April 14, 2026), has a special subsection for a county school district in a county with a consolidated local government. That is Jefferson County.
Under that subsection, the board must delegate authority to the superintendent over day to day operations and over carrying out the board approved strategic plan and budget. The statute names contracts tied to daily operations, pupil transportation, personnel matters, and administrative staff structure as examples.
The board still owns the big governance jobs. By December 1 each year it must approve a rolling five year strategic plan covering student outcome goals, staff improvement, facilities, and other key objectives. It must review and approve a rolling three year projection of expenses and revenues, approve the annual budget including tax revenue choices state law allows, and oversee an annual financial audit plus an annual student performance review. It recruits and hires the superintendent, negotiates pay and terms, completes an annual performance review, and is responsible for dismissal.
Under the same JCPS rules, the superintendent supervises the general conduct of the schools, the course of instruction, pupil discipline, employment matters, and business affairs, and hires and dismisses district personnel. The superintendent prepares proposed rules and policies for board adoption, and approval is not to be withheld without a two thirds board vote to deny them.
Who hires and removes the JCPS superintendent?
KRS 160.350, opened on the LRC page the same day, is the appointment statute. After a screening committee process in KRS 160.352, the board appoints a superintendent for a term of no more than four years and sets the salary. The board must publish the contract on the district website and send it to the Kentucky Department of Education.
Removal for cause takes a four fifths vote of the board membership and approval by the commissioner of education, with the statute's notice and investigation steps.
Which board decisions show up in your child's school life?
Parents usually meet the board's work through policies staff then carry out, not through a board member standing in the hallway.
Budget. The annual budget vote decides how much money schools, programs, buses, and central operations get. Under KRS 160.370, the board also keeps a multi year revenue and expense picture in front of it, not only one year's plan. On September 22, 2026, Order #2026-142 approved a consent calendar (a batch of routine items the board can approve together) that included a new Cochrane Elementary building on the same site, with an estimated project cost of about $38.5 million on the BG-1, as reported in JCPS Insider's board and Metro look ahead.
Strategic plan. The five year plan due by December 1 is the public goals document the superintendent is supposed to implement. Reading goals, facilities, and staffing targets live in that lane.
Student assignment and choice frameworks. Board adopted policy and budget choices shape magnet seats, transfers, and assignment rules. Day to day placement still moves through district offices under the superintendent's operational authority.
Discipline and student conduct. KRS 160.290 says the board adopts rules for the conduct of pupils. JCPS publishes those in handbooks such as the Student Support and Behavior Intervention Handbook. Staff apply the rules case by case. The board votes on the rulebook, not every referral.
Calendar. The board adopts the district school calendar for start dates, breaks, and no school days. Schools follow it until a later board action changes it.
Why are all five JCPS board seats open right now?
Kentucky Acts Chapter 154 from the 2026 Regular Session, the enacted version of Senate Bill 4, cut the elected Jefferson County Board of Education from seven members to five divisions. The Legislative Research Commission PDF of Acts Chapter 154 shows "Veto Overridden April 14, 2026." An emergency clause put the board sections into effect on passage.
Section 17 of that Act ends the terms of the seven member board on December 31, 2026. All five new seats are filled at the next regular election after the Act took effect. That election is the November 3, 2026 general election. Within ten days of January 1, 2027, the superintendent must call a meeting so the newly elected board can organize.
The first terms are staggered. Members first elected for Division Four and Division Five serve a two year term, then later terms are four years. Members first elected for Divisions One, Two, and Three serve a standard four year term. A candidate has to live in the division they seek to represent. KRS 160.211 lists those divisions by Jefferson County Clerk precinct codes as of March 19, 2026.
Every Jefferson County voter with a JCPS board race on the ballot is choosing someone for a brand new five member board, not filling one leftover seat. The races are nonpartisan. You vote only in the division that covers your home address.
What should a parent do with this before or after Election Day?
If you still need to vote, confirm your division on the clerk's Where Do I Vote / Sample Ballot tool, then use JCPS Insider's board district finder and parent guide to the five races. No excuse early voting runs October 29 through 31 from 8 a.m. to 6 p.m. Eastern; sites are on the clerk In Person Voting page. Election Day is Tuesday, November 3, 2026, from 6 a.m. to 6 p.m. Eastern. Call the Election Center at 502 574 6100 with sample ballot questions.
After winners are certified, watch the January 2027 organizing meeting the superintendent must call within ten days of January 1. Then track the budget, the December strategic plan vote, handbook revisions, and the superintendent evaluation.
Regular board meetings are at 6 p.m. in the Stewart Auditorium at the VanHoose Education Center, 3332 Newburg Road. Register to speak by calling the board secretary at 502 485 3342, Monday through Friday, 8 a.m. to 4 p.m., or at the meeting at least 15 minutes before it starts. Speakers get three minutes. Agendas and minutes post on the KSBA public portal. The JCPS Board of Education page, opened October 26, 2026, links the meeting schedule, broadcasts, materials, and board policy manual. JCPS Insider's Who Is My JCPS Board Member? covers sitting members and contacts.
